Victoria Tomkins
Board Member

Victoria Graves Tomkins is a Principal and Director of the Tomkins Trust, her family’s investment and philanthropic organization of companies. She is a graduate of the College of Charleston and the Hussman School of Journalism and Media at the University of North Carolina. She worked extensively in television and radio including as the host of numerous programs including Welcome Aboard and Healthy Alternatives.

Thomas Crabtree, MD, MHCDS, FACS
Board Member

Dr. Crabtree is one of two founders of AMI and currently serves as the Board Chair.

Prior to forming AMI, he retired as a Colonel from the US Army. During his military career, Dr. Crabtree served as a trauma and reconstructive surgeon in multiple domestic, overseas, and combat settings. He was also seconded to the UN on several occasions to support various Department of Peacekeeping Operations missions.

Dr. Crabtree also served as the medical director and the senior medical advisor to the US Pacific Command’s Center of Excellence in Disaster Management and Humanitarian Assistance. He held the same position with The Naval Postgraduate School’s Center for Civil-Military Relations Global Health Program. In this capacity, Dr. Crabtree was responsible for guiding, brokering, and executing myriad civil-military medical assistance efforts and health development programs around the globe.

At AMI, Dr. Crabtree has built an extensive network of private clinics across Africa and the Middle East linked by AMI-owned and operated aeromedical platforms. He also recently led large-scale AMI efforts running multiple USAID-supported Ebola Treatment Units across Western Africa and served as a clinical director of three WHO Trauma and Maternity Hospitals in Mosul.

Dr. Crabtree is a graduate of Harvard, Stanford Medical School and the Tuck School of Business at Dartmouth.

Mark Erwin
Board Member

Mark W. Erwin became the President and CEO of the Bardstown Bourbon Company in September 2019, having previously served on the board. Prior to that, Erwin served as President of the Karakoram Group International, a risk advisory firm, which provides strategic consulting to Fortune 500 companies. He also served as a Non-Executive Board Director of Heritage Oil Plc, an independent upstream exploration and production company listed on the London Stock Exchange. Mr. Erwin served for 26 years in the United States Army, culminating his career as the Chief of Staff of the United States Army Special Operations Command, with a budget in excess of $1.5 billion while coordinating a headquarters staff of more than 1,000 employees. He commanded at every level of the United States Army’s most elite Special Mission Unit from Captain to Colonel and was deployed numerous times to Afghanistan, Iraq, and other countries throughout the Middle East and Africa.  Erwin holds a degree in Psychology from Wake Forest University and conducted his War College Fellowship at the Central Intelligence Agency.

 

Executive Team

RADM (Ret) Scott Giberson, RPh, MPH, D.Sc.
Chief Executive Officer (CEO)

Rear Admiral (retired) Scott Giberson came to AMI as a uniquely experienced health leader. He retired after 26 years of service as a two-star Admiral and assistant U.S. Surgeon General. He is well versed in the delivery of care in expeditionary environments and has successfully led organizations through global and domestic health crises. At AMI, he continues as part of the Executive team as the CEO, to help lead the management team, strategy, culture, and global client relations.

Prior to AMI, RADM (ret.) Giberson held executive positions as the acting Deputy Surgeon General of the United States, Director of Commissioned Corps Headquarters, Director of the Indian Health Service (IHS) National HIV/AIDS Program, and Senior Public Health Advisor for Pacific Command’s Center of Excellence in Disaster Management and Humanitarian Assistance. He also served as overall Commander of the Corps’ Ebola Response in West Africa, tasked directly from the White House. RADM (ret.) Giberson was originally trained as a clinician and held dual licensure as a pharmacist and clinician, providing care at IHS facilities.

He is a graduate of Temple and U. of Massachusetts/Amherst, holds a BSPharm, MPH, and graduate certificate in Health Emergencies in Large Populations. He has received three honorary Doctoral degrees and is a Fellow from the Wharton School of Business Executive Leadership Program. He is a sought-after speaker and has made multiple TV appearances across his career, including MSNBC, ABC, PBS, and radio affiliates.

RADM (ret) Giberson has received numerous awards including USAID’s Humanitarian Group Award. In 2015, he received the Presidential Unit Citation from President Obama in the Oval Office. In 2018, the Military Officers Association of America selected him as one of the “Top 100 Veterans in the Last 100 Years You Need to Know.”

Thomas Kouloganis
President

Mr. Kouloganis serves as AMI Expeditionary Healthcare’s President. Mr. Kouloganis is retired from the US Military after 20+ years of service. He spent the entire two decades of service assigned to the United States Army Special Operations Command.

Prior to joining AMI, Mr. Kouloganis provided Strategic Advisory services, assisting corporations and governments in ensuring success through risk mitigation, opportunity exploitation, and strategic development. His experience assisting Fortune 100 companies, private equity firms, high-net individuals, and foreign governments allowed them to advance their own function, readiness, and skills to improve business and operational strategy. Solutions-based strategies, operational efficiencies, capacity and capability enhancement, and opportunity capture were applied in a variety of sectors, including mining, natural resources, medical, education, national defense, and non-profits.

Mr. Kouloganis spent 10 years in international business, providing solutions-based products and services to foreign governments. He has extensive experience operating in dozens of countries working with host country governments. These multi-layered projects incorporated overseeing planning, procurement, import and export controls, communication, technology enhancement, expeditionary logistics, life support systems, and training.

Dr. Dezheen Zebari, DO
Chief Medical Officer (CMO)

Dr. Dezheen (Dee) Zebari plays a key role in global health as a Medical Director and Disaster Medicine Physician at AMI Expeditionary Healthcare. She works closely with disaster agencies around the world, including international and local bodies, to lead emergency medical efforts. As a Board-Certified Anesthesiologist with a focus on Disaster Medicine, Dr. Zebari is crucial to AMI’s efforts in managing global medical emergencies.

She started her academic path at the New York Institute of Technology (NYIT), where she got her medical degree, and then completed a residency in Anesthesiology at the University of Massachusetts Baystate Medical Center. Her fellowship at Beth Israel Deaconess Medical Center, a part of Harvard Medical School, further developed her disaster medicine skills, preparing her for challenging medical scenarios.

Dr. Zebari also plays a significant role in advancing disaster medicine by participating in various national committees, including the Committee on Trauma and Emergency Preparedness, the Trauma Anesthesiology Society, World Association for Disaster and Emergency Medicine and Society for Disaster Medicine and Public Health.

In the international field, she has led clinical teams in important public health projects under WHO and the United Nations, contributing to vaccination and testing campaigns, field hospitals, surgical teams. Her passions include doing humanitarian work and missions and currently serves as the Medical Director for Global Outreach Doctors.

With her comprehensive training, leadership experience, and commitment to public health, Dr. Zebari is making significant contributions to the field of disaster medicine and global health.

Daniel Gilchrist
Chief Financial Officer (CFO)

Daniel Gilchrist is the Chief Financial Officer of AMI Expeditionary Healthcare. Daniel has 30 years of
experience in multiple financial disciplines. Early in his career, he worked in banking, investment
banking and private equity. After several years with a boutique private equity and hedge fund company,
he began work in public accounting, earned his certificate as a CPA, and worked in audit and valuation
consulting for a short time. In 2007, Daniel moved to Argon ST, a midsized, publicly traded Federal
Government Contractor. At Argon, he worked with the CFO and was the manager of Financial Planning
and Analysis. He oversaw all budgeting for the parent company and three subsidiaries and created
annual indirect rate budgets and participated in preparing SEC reporting as well as reports and analysis
for quarterly and annual analyst conference calls. He also worked closely with financial and DCAA
auditors to ensure proper reporting and compliance with GAAP and federal financial reporting
requirements.
From Argon, Daniel moved to Data Matrix Solutions (DMS), a smaller Federal Contractor, where he
served as the Chief Financial Officer until 2015. At DMS, he implemented numerous improvements in
the financial function of the company, streamlined processes and ensured compliance with DCAA
reporting requirements. In the last 8 years, Daniel has worked as the CFO of AMI as it has matured to a
$400 million company, growing the financial function to accommodate the growth of the company. He
has managed financial systems in the US as well as multiple systems internationally for the company and
has implemented new multi-entity ERP systems plus along with various automated tools that facilitate
efficiencies in the financial functions while limiting the need for greater labor costs.
Daniel earned his undergraduate degree in Finance from the University of Mississippi and his MBA from
the University of Alabama.

Guy C. Enderle, MBA, PMP
Vice President of Business Development

Guy C. Enderle is AMI’s Vice President for Business Development. He serves on the Executive Team as the Chief Growth Officer.

Mr. Enderle has worked with medium and large-sized firms in government services for the past 22 years. His client base includes: the Department of Homeland Security, Department of Defense, Department of State, HHS and HUD.

Prior to joining AMI, Enderle worked for Tidal Basin, where he led high profile pursuits for FEMA and the Department of Defense. While Enderle was Vice President with SAIC, he developed “Secure Cities”, a new service offering to expand business worldwide. Mr. Enderle has directed business development projects totaling more than $2.5B.

Mr. Enderle holds a Bachelors of Science in International Business from The American University, and an MBA in International Business from the Thunderbird School of Global Management.

Dr. Joyce Dolo, DBA, SPHR
Vice President, of Human Resources

Dr. Joyce Johnson Dolo became AMI Expeditionary Healthcare’s Vice President of Human Resources in 2022. With over 15 years of experience in developing and standardizing policies and programs for lean and effective HR practices, Dr. Dolo is highly regarded as a Scholar-Practitioner, a Senior Professional in Human Resources (SPHR), and a Balanced Scorecard Master Professional (BSMP). Her expertise in HR standup and organizational development has proven to be invaluable in HR strategy development, alignment and implementation, capacity building, competency framework development, and effective communication strategy dissemination.

Dr. Dolo is highly recognized for her leadership skills in change initiatives and for cultivating positive work cultures that promote communication, collaboration, diversity, and efficiency. Her dedication to strengthening employee/employer relations, maintaining high job satisfaction and retention, and designing organizational knowledge management mitigation strategies is unmatched.

Dr. Dolo has worked in the United States (US) and internationally in the public and private sectors, including the financial, healthcare, tax and customs administrations, and international development arenas. She holds a Doctor of Business Administration (DBA) from the University of Maryland Global Campus (UMGC), Adelphi, MD, and a Master of Science (MS) in Conflict Analysis and Resolution from George Mason University in Fairfax, VA. Additionally, she obtained a Bachelor of Science (B.Sc.) in Business Management from AME Zion University College, Monrovia, Liberia, and holds a leadership certificate from Harvard Extension School in Cambridge, MA.

Dr. Dolo’s passion for learning is evident in her love for reading, researching, and traveling the world.
